B. Introduction: Why do we need a Global Survival Rank?

B1. Survival in Short War versus Long War

There is a BIG difference in terms of Survival between a Short War that can last for a few weeks to a few months and a Long War that can last for many months to a few years as happened in World Wars. In a Short War, success depends on the Intelligence ability to predict surprise attacks or to be ready for ‘get-up-and-go’ for a War alongside the readiness of the army in terms of the Active Forces yet with the ability for fast call for the Reserve Forces, as well as the availability of the right weapons and the right munitions that fit the battlefield conditions, and a very good Defence weaponry to minimize destruction and casualties. However, in Long Wars, success depends on the ability to survive daily attacks for many months and even years, so the readiness mentioned above may be a good start, but it will not help if the war drags on for years, especially in the cases of Regional War or World War when the transportation and movement of armies, weapons, energy, goods, and even food between countries are very limited and even not possible. Hence, under the conditions of Long Wars, we need to take into account Crucial Factors that impact the Survival of a country in Long Wars, as presented in this section.

B1.1 Area Size (R1)

The most important factor for Survival in long wars is the Area Size of the country because when an invasion occurs, it is more difficult to takeover on Big countries compared to Small ones, such as what happened in WWII, namely Denmark was conquered by the Nazi Army in a few hours and the Netherlands in a few days, which both of them Small countries, while South France remains liberated despite that North-Central France including Paris was conquered by the Nazis, which eventually allowed France to carry out Resistance from South France against the Nazis. However, the Big Area Size of Russia prevented Hitler from reaching Moscow, which allowed Russia to keep fighting against the Nazi army and eventually win the war against Hitler from North-East Berlin together with the Allies that liberated the occupied territories from South-West Berlin. Nevertheless, the Area Size in the reality of the 21st century is even more crucial compared to the WWII era because of the Missiles and Drones, namely it is easier to wipe out and neutralize Small Countries compared to Big ones with the weapons of the 21st century. Nevertheless, the Area Size in the reality of the 21st century is even more crucial compared to the WWII era because of the Missiles and Drones, namely it is easier to wipe out and neutralize Small Countries compared to Big ones with the weapons of the 21st century. Importantly, under the current reality that Nuclear countries often remind us of their ability to use Nuclear weapons, the Area Size even becomes more critical for survival in the case of a Nuclear Strike in terms of ‘To be or Not to be’. In other words, a Small country will unlikely survive one Nuclear strike, while a Big country has the chance to survive even a few Nuclear Strikes.

B1.2 Army Size (R2)

The second important factor for Survival in long wars is the Army Size that is derived directly from the Population size, namely Small Army has difficulty in surviving Long Wars because it lacks sufficient Reserve Forces compared to a country with a Big Population. To remind, in WWI and WWII any healthy man was conscripted to the army due to the unprecedented Casualties, and many armies even reduced the Conscription Age in order to conscript younger ones, while they increased the Conscription Age in order to conscript older ones. Even Ukraine, after two years of war against Russia, imposed a strict new law in trying to conscript more men to the Ukrainian Army, because the Ukrainian Army is smaller compared to the Russian Army Ukraine pressures fighting-age men outside country to replenish force, LA Times, April 25, 2024). Thereby, the  importance of the Army Size can be illustrated via two cases, as follows:

  • Small Army Size with a Big Area Size. Small Army Size with a Big Area Size as in the case of the Colony Greenland of Denmark that has a Big Area Size (Rank 60), but a very Small population (Rank 218) and a Distance of more than 3,500KM from its Sovereign State, Denmark, which has also a relatively Small Army Size (Rank 114).

  • Small Army Size with a High GDP. Small Army Size with a High GDP (Rich Country) as in the case of the rich country, Luxembourg, which has the highest GDP per Capita worldwide (GDP-Rank 73), but has a very Small Army Size (Rank 172), so even if Luxembourg has the money to buy the best-advanced weapons, still, its Small Army can not survive a long war and doubtfully even a short war as happened in WWII when the Nazis started the occupation of Luxembourg in the morning and completed it at noon. Thus, Luxembourg as a NATO member depends heavily on the defence of NATO in the case of an attack like the other NATO Members that have a Small Army.

B1.3 Military Expenditure in Long Wars (R3)

First, it is important to distinguish between a Military Expenditure based on Aid and a Military Expenditure based on Self-Reliance (GDP), namely Military Aid is given by Foreign Allies, either under a Military Support Treaty or Ad-Hoc, while a Military Expenditure based on Self-Reliance relies on money that the country has based on its GDP. Therefore, the availability of weapons on the ‘Day One’ of war may help to cope with the war in the start phase, but if the country is poor in terms of GDP, then it will be harder for the country to buy weapons during a long war, while a rich country with a high GDP will likely succeed to buy weapons even at high prices in the global market even during a World War. The Russia-Ukraine War is a very good example to illustrate this critical factor for survival in long wars. If we look at their GDP below, then Russia has a Rank of 8, while Ukraine has a Rank of 61, which explains the Big problem of Ukraine, namely Russia has plenty of money to BUY any available weapons and munitions in the global market despite the Sanctions, which indeed has led Russia to start buying weapons and munitions from many sources including from its new Strategic ally, Iran, and even from North Korea, while Ukraine since the start of the war has relied heavily on Military Aid from the USA, UK and the EU, but when started to be a problem to get more Military Aid, then Ukraine started to be in a Big Trouble in terms of Survival, still, this turbulence can be predicted from the start based on this factor.

B1.4 Technology Level (R4a)

The Technology Level of a country plays also an important role in surviving Long Wars. Firstly, the Technology Level signals if the country can produce advanced weapons and ammunition via the local defence industry. Secondly, even if a country usually buys weapons from Foreign Military Producers, then in a long war, it is critical that the country will have the technical ability to maintain weapons that were not produced by the local industry because of the difficulty of getting maintenance from Foreign Producers during long wars, especially during World War. Otherwise, without local technological capabilities, the army will not be able to use weapons that suffered even from small damage during the war. Thirdly, the Local Technological Capabilities in terms of Improvising Alternative Solutions for producing and maintaining weapons and ammunition may be the most critical factor for survival in long wars from the technological perspective, because in long wars, it is very difficult to get spare parts for weapons, so the country needs to improvise the spare parts with the local industry. Importantly, even if the country has the money to buy weapons and ammunition, then sometimes, it becomes impossible to buy weapons and ammunition during a long world war, so the country needs to transform civil factories into military factories to produce improvised weapons and ammunition, such as what was happened in WWII. For example, Ukraine many times mocked Russia for using improvised weapons and ammunition during the Russia-Ukraine War, but this Technological Capability helped Russia to survive the war during the time frame that she had a limited stock of weapons and ammunition until it got new weapons and ammunition, either from Foreign Producers or from Russian Producers. Note, Russia has a Technology Level with a Global Rank of 7, which explains its ability to survive long wars in terms of improvising weapons and ammunition. 

B1.5 Distance from Colony to Sovereign State (R4b)

Colonialism started in the 15th century as part of the Imperialism and Mercantilism Doctrine, and it reached its peak in WWI, but since then, most of the Colonies became Independent Countries, so currently, most of the remaining 51 Colonies under 11 Sovereign States are small and weak isolated islands with an Average Distance of 6,184 km From the Colonies to the Sovereign States (see below), either with the objective of becoming an independent country or remaining as a Colony. However, a Long Distance from a Colony to a Sovereign State poses a High Risk during Long Wars because the Sovereign State needs to give Military Protection to its Colonies including taking care of their Food and Energy, which becomes a complex task during Long Wars because most the Sea Routes are not Safe for Civil Vessels due to the fighting between rival Navies, while providing food by Civil Air Carriers is very expensive due to the long-distance, regardless of their safety during war. Importantly, there are Military Defence Treaties that do not cover Colonies, so the Sovereign State needs to defend its colonies by its own means in the case of an attack against them, which makes it harder when the Sovereign State has many Colonies with a Long Distance to them.

B1.6 Energy Security - Gas Proved Reserves (R5) and Oil Proved Reserves(R6)

The Embargo on Oil that was imposed by OPEC against Israel and its allies following the Yom-Kippur War which lasted for about one year is a good example of why energy is an important factor in wars and even how the ‘Oil and Gas Weapons’ can impact the Survival in Long Wars. However, in the last decade, the Proved Reserves of Gas and Oil did not increase significantly (see below), which makes today the ‘Oil and Gas Weapons’ even more critical factor for survival in long wars compared to the past, because only a small group of countries has a significant Gas Reserves and Oil Reserves, which increases the dependency on these countries. Having said that, the Russia-Ukraine War has led to a situation in which the Gas has even become more privileged compared to Oil because Russia and its allies have significantly more Gas Reserves compared to what the USA and its allies have, resulting in a situation in which the Gas Reserves is more critical for survival compared to the Oil Reserves. Importantly, the problem today is not only which countries have Oil and Gas and which countries have more privilege to buy it, but if the Gas and Oil Vessels and Tankers can be delivered without 'Sea-Attacks', such as the Attacks by the Houthis against Vessels and Tankers in the Red Sea as part of the Gaza War, which forced many Vessels and Tankers to change their sea route from the Suez canal to the long sea route via Cape Routh around Africa (see map below). However, in the case of World War, there are no ‘Safe’ sea routes, so having Gas and Oil can significantly affect the survival of countries in long wars. The Energy problem may become for some Colonies as ‘To Be or Not to Be’ in Long Wars because most of the Colonies are very far from their Sovereign State (Average Distance of 6,184 KM) without any Oil and Gas reserves, so their survival in long wars depends heavily on whether they will succeed to get Oil and Gas during the war.

B1.7 Food Security (R7)

Urbanization alongside globalization has led to a new era in terms of food, namely less and less Agricultural land, while more and more dependency on imported food, which has increased the Food Insecurity worldwide during wars compared to the reality in WWII. However, even in WWII, Food Insecurity was a critical issue, because of the lack of labour to work in Agriculture or because that the fields became battlefields amid the war. Hence, under the current reality that many countries rely heavily on Imported Food over local Agriculture, the survival in long wars also depends on whether the country still has enough Agricultural land for Food Security in the case that the circumstances will prevent getting imported food during the war. Importantly, Food Security like Energy Security is like ‘To Be or Not to Be’ for Colonies, because most of the remaining Colonies are distant islands that transformed into Tourism Hubs without keeping Agricultural land, which will lead to Food Insecurity in Colonies during long wars.

 

B2. Military Defence Treaty versus Military Support Treaty versus Military Cooperation

There is a critical difference between a Military Defence Treaty versus a Military Support Treaty versus a Military Cooperation, as presented in this section.

B2.1 Basic Key Definitions

B2.1.1 Multilateral Military Treaty versus Bilateral Military Treaty

A Multilateral Military Treaty includes more than two countries (e.g. NATO), while a Bilateral Military Treaty includes only two countries (e.g. China-North Korea Treaty).

B2.1.2 Treaty with Equal Commitment to Defend (Two-Directions) versus Treaty with Non-Equal Commitment to Defend (One-Direction)

An Equal Treaty (Two-Directions) refers to a Treaty that both sides commit to Defend in the case of an attack (e.g. USA-Canada Treaty), while a Non-Equal Treaty (One-Direction) refers to a Treaty that a Strong Country has the commitment to Defend its Weak Ally, while the Weak Ally has no commitment to defend the Strong Country, such as the China-Solomon Islands Security Pact or the USA-Japan Treaty.

B2.1.3 Active Military Treaty versus Inactive Military Treaty 

Many old Military Treaties, either Military Defence Treaties or Military Support Treaties, are de-facto Not Active, mainly due to transformation in the regime, political circumstances, geopolitics, and global order, such as new leaders that oppose treaties that were signed by former leaders or due to collaboration with New Allies that are considered as Rivals to the treaty. The Military Defence Treaty, Rio Pact, that was signed in 1947 and currently covers the USA and 17 countries from Latin-America is a good example of how a treaty over the years becomes de-facto to Not Active Treaty namely, there are no Yearly Summits, No Joint-Drills, the Alliance has No Active Headquarter, and importantly, over the years, many members have distanced themselves from the treaty, so if for example will erupt a war between the USA and Russia, then unlikely that Brazil and Venezuela will be involved in a war against Russia to protect the USA, despite that Brazil and Venezuela are formally members of the Rio Pact.

B2.2 Military Defence Treaty

A Military Defence Treaty includes the Crucial Commitment to Defend in the Case of Attack, namely an attack against one member of the treaty will be considered as an attack against all members of the treaty, resulting in a situation in which all the members of the treaty will join the war to defend the member that suffers from the attack. However, there are Military Defence Treaties with a ‘Hard Definition’ regarding the Commitment to defend in the case of attack, such as NATO and CSTO, while there are Military Defence Treaties with a ‘Mid-Definition’ or even with a ‘Soft Definition’ about the Commitment to defend in the case of attack, still, in all Definitions, the outcome is clear, there is a Commitment to defend in the case of an attack, which is on opposite to other Military Treaties that lack any commitment to defend in the case of an attack as the Military Support Treaties.

B2.3 Military Support Treaty

A Military Support Treaty aims to give a support and a Military Aid in the Case of an Attack, but without the commitment to defend in the case of attack, so the country needs to fight alone with its army, yet the country is supposed to get a Military Aid from the country that is party to the Military Support Treaty, such as the Bilateral Military Support Treaty between the USA and Israel in which Israel should defend its soil by its army, yet the USA has the commitment to give a Military Aid to Israel to handle the war (US military aid to Israel under scrutiny as Biden signs $26 billion in new assistance, Voice of America, April 24, 2024). Note, the USA indirectly defended Israel when Iran attacked Israel, which was done from the Jordan territory because the USA has Military bases in Jordan. That was done based on the general principle that if a country has Military bases abroad, then it gives the legitimation to protect the soil of the host country or the military bases itself. Hence, usually, Military Support Treaties are Bilateral Treaties, rather than Multilateral Treaties, such as the numerous Bilateral Military Support Treaties that the USA has with its Allies, either active ones or not. Nevertheless, under a Military Support Treaty, it is possible that Ad-hoc Defence will be given under an attack, but there is no commitment to do it like in the case of a Military Defence Treaty. Importantly, in a Military Support Treaty, there is no definition for how much Military Aid will be given in the case of an attack or ongoing war, which usually depends on the economic and political circumstances, such as in the case of the USA that any Military Aid should be approved by the USA Congress and Senate, which depends on the USA’s internal political-fight between Republicans and Democrats like the problems that occurred for the Biden Administration to get the latest approval from the USA Congress and the Senate for more a Military Aid to Ukraine, which was dragged over more than 6 months until its approval.

B2.4 Military Cooperation

B2.4.1 Military Cooperation Under Multilateral Trade/Economic/Political Alliances

Many Trade Alliances or Economic Alliances or Political Alliances have a Formal Military Cooperation, such as Security Summits, Joint Training, and Joint Drills as in the case of SCO and BRICS.

B2.4.2 Joint-Intelligence Multilateral Alliance

There are Military Intelligence Treaties that focus on Joint-Intelligence in terms of sharing Intelligence or Intelligence Joint Operations, such as in the case of the ‘Five Eyes Treaty’ that includes Australia, Canada, New Zealand, the UK, and the USA.

B2.4.3 Ad-hoc Military Coalition

Many times, several allies form an Ad-hoc Coalition to carry out a specific military task, such as the Coalitions that were formed to fight against Islamic State as the example of the Coalition 4+1 that includes 4 countries Russia–Syria–Iran–Iraq and plus 1, the Hezbollah.

B2.4.4 Presence of Military Bases in Foreign Countries

The presence of overseas Military Bases exists either under Military Defence Treaties as the USA Military Bases in European NATO members based on the NATO Treaty or under Military Bases Agreements without a Military Defence Treaty with the aim of giving Military Access to Strategic Locations, such as in the case of the USA Military bases in Jordan that were recently used for intercepting Iranian Drones and Missiles during the Iran Attack against Israel. However, traditionally, many Colonies in the past and even today, serve for the Sovereign State as a ‘Military Point’ in strategic locations, such as in the case of the UK Colonies: Akrotiri and Dhekelia in Cyprus, which are used as Military Bases for the UK in the island of Cyprus or as in the case of the UK Colony, the British Indian Ocean Territory, which its main island, Diego Garcia, serves as a Joint Military Base for UK and USA. Nevertheless, the desire to get Military Access in Strategic Locations worldwide has led to a trend of 'Rental land for Military Bases’ without any Military Cooperation with the ‘Landlord of the Land’, which is usually the public land of a certain country, such as in the case of several foreign military bases in Djibouti that run under a High-Cost Rental Contract of Land for Military Bases, yet without any Military Cooperation with Djibouti as in the case of the Military Base of China in Djibouti. Note, Djibouti has become an attractive location for foreign Military Bases because of its strategic location at the entrance of the Red Sea.

B2.4.5 Joint Military Drills

Joint Military Drills allow getting ready for an attack scenario by a third party. Joint Military Drills run frequently under Military Defence Treaties as in the case of CSTO or under Military Support Treaties, but they also run under Alliances with Military Cooperation as in the case of BRICS. However, Joint Military Drills can take place without any Alliance but only based on Military Cooperation between two countries or a small group of countries that have similar interests, such as in the case of the joint Military Drills by China and Iran or by Russia and Iran, which started several years before the joining of Iran to the SCO and BRICS.

B2.4.6 Selling Weapons and Military Training

Selling Weapons and Providing Military Training can be carried out between governments without any Treaty or Alliance but only based on minimal Military Cooperation, such as the export of weapons to countries that have diplomatic relations with the country that exports the weapons, still, keep in mind, that weapons dealers also engage in selling weapons to foreign countries without any Military Cooperation but only based on creating profits, which explained, for example, how African Military Regimes buy weapons in the global market, despite the Arms Embargo on them.

 

C. Methodology

The Global Survival Rank (GSR) compares the Survival in Long Wars at the Country Level and at the Colony Level. A Low Global Survival Rank represents a Low Risk, while a High Global Survival Rank represents a High Risk. The Chart below presents the Research Model of the 2024 Global Survival Rank, which includes 7 Survival Factors (R1-R7) that impact directly the Survival of a Country or a Colony in Long Wars, as well as 10 Intervening Factors (M1-M10) that also influence the Survival of a Country or a Colony in Long Wars, either by reducing the Risk or by increasing the Risk at the country/colony level. For example, if a country has a High Global Survival Rank (High Risk) based on the Survival Factors (R1-R7), still, Membership in a Military Defence Alliance (M8) can reduce the Risk, such as in the case of North Macedonia that its Global Survival Rank is 149, yet North Macedonia is a Member in NATO, so the Global Survival Rank of North Macedonia under the Collective Rank of NATO Members is 75.8. On the opposite, a country can have a Low Global Survival Rank (Low Risk), still, another Intervening Factor can increase the Risk, such as in the case of France that its Global Survival Rank is 16, but when we take into account its 11 Colonies with an Average Distance of 9,453 km, then the Global Survival Rank of France increases to 198.5. Thereby, Section C1 presents the 7 Survival Factors (R1-R7), while Section C2 presents the 10 Intervening Factors (M1-M10). Besides, Section E presents the Test Analysis of the Research model, as follows: Sections E1-E9 present the Test Analysis of the 2024 Global Survival Rank (R1-R7), while Sections E10-E39 present the Test Analysis of the Intervening Factors (M1-M10).

C1. Survival Factors Included in Global Survival Rank

In light of the explanations that were given in section B1 about the crucial factors that impact the survival in Long Wars, then the Global Survival Rank (GSR) includes the following Survival Factors: Area Size (R1), Population and Army Size (R2), GDP and Military Expenditure in Long Wars (R3), Technology Level (R4a), Distance From Colony to Sovereign State (R4b), Natural Gas-Proved Reserves (R5), Oil-Proved Reserves (R6), Food Security (R7), still, keep in mind, that there is a difference between Countries and Colonies regarding R4 namely, R4a refers to countries, while R4b refers to colonies. Importantly, each Survival Factor has a different Weight in the Global Survival Rank as presented in Table 9 (Countries) and Table 10 (Colonies).

C1.1 Area Size (R1): Indicator - Surface Area in sq. km

The Area Size is tested via the World Bank's Indicator of the Surface Area in sq. km that including the Land and Water in the Country/Colony Territory. More specifically, according to the World Bank's definition, the Surface area is a country's total area, including areas under inland bodies of water and some coastal waterways. The Global Survival Rank used this indicator that includes the Water of the Territory and not only the Land because the Water of the Territory played an important role in protecting the Territory during wars, namely in the Territorial Water only the Navy of the Territory can station, while in the International waters, any Navy from any country worldwide can sail or even stop in the middle of the High Sea (see Map 2). Moreover, Territorial Water can also play a role in relation to the expedition of Oil and Gas, as well as in relation to Gas Reserves and Oil Reserves, which led many countries to ‘increase’ the Territorial Water of the country, and even it led to the creation of ‘Gray Area of Water’ via new definitions as Contiguous Zone, the Exclusive Economic Zone (EEZ) (see Chart 4), which de-facto increase the Territorial Water of the countries/colonies including the control area of its Navy.

C1.2 Army Size (R2): Indicator - Population Share of Men at 17-49

The Army Size is tested via the Indicator that refers to the Maximum Availability of Men at ages of 17-49 in the Country/Colony. The Indicator takes into account only Men and Not Women because usually, Women do not engage in Fighting, so the critical number of the Army Size during Long Wars refers to Men who can fight on the battlefields, still, Women always played an important role during World Wars, but mainly by giving a Military backup and a Civil Backup. Besides, the indicator is based on the age group of 17-49 because, in most countries, the Reserve Force relies mainly on this age group. Moreover, in any country, there are men who get exemption from service in the army (e.g. health problems), so the indicator looks at the MAXIMUM availability of men in the same age group to allow comparison of the army size among all countries. Importantly, to allow comparison of the Army Size between all countries/colonies worldwide, then the indicator is based on an equation [(Population*50%)*44%] that stems from the Population, a measure that is available to all Countries and Colonies. More specifically, Men have a share of 50% of the Population, while the share of the age group of 17-49 years old is 44% of the population, so the equation [(Population*50%)*44%] taking into account these two measures to calculate the Maximum Availability of Men at ages of 17-49 in the Country/Colony that can fight in Long Wars, as presents below via the example of Algeria:

The Equation of the Army Size based on the Population:

50% of Population = Total Men in the Country/Colony

44% of Population = The Share of the Age Group of 17-49 in the Population

[(Population*50%)*44%]  = Maximum Availability of Men at ages of 17-49 in the Country/Colony that can Fight in Long Wars

An Example of Algeria to Illustrate the Using of the Equation of the Army Size:

The Population of Algeria is 44,903,225, so 44,903,225*50% = 22,451,613 which reflects the Total of Men in Algeria

The Total of Men in Algeria is 22,451,613, so 22,451,613*44% = 9,878,710 which reflects the Total of Men at ages of 17-49 in Algeria

The Army Size in Algeria is 9,878,710 which reflects the Maximum Availability of Men at ages of 17-49 in Algeria who can Fight in Long Wars

C1.3 Military Expenditure in Long Wars (R3): Indicator - 25% of GDP

The Military Expenditure in Long Wars is tested via the Indicator of 25% of GDP based on the GDP of the World Bank. First, this Indicator takes into account only the Military Expenditure that relies on the money that the country has, namely based on its GDP, rather than on Military Aid that is given by others. We should remember that in Long Wars, especially in World Wars, the ability of Strong Countries to give Military Aid to their Weak Allies is very limited as time passes from the start of the War, so at the end of the day, the survival of each country in terms of buying munitions and weapons or even buying Raw Materials for Production of munitions and weapons depends on the Self-Money that each country has based on its GDP. Second, this Indicator takes into account 25% of GDP for Military Expenditure in Long Wars because the costs of Long Wars, especially in the case of World Wars are becoming higher and higher when the war drags on, which can be even higher than 25% of GDP, such as in the case of Ukraine (see Table 11). However, the 25% of GDP takes into account that in the start of the War, it may be lower than 25% of GDP because the Army used the munitions and weapons that it has in the emergency warehouses, but after 1-2 years of Long War, it will be higher than 25% of GDP due to need to buy or produce more munitions and weapons, so the 25% of GDP reflects the Average between the Costs of the war in the start of the war and the Costs of the War after 1-2 years.

C1.4 Technology Level (R4a): Indicator - Published Scientific and Technical Articles

The Technology Level is tested via the World Bank’s Indicator of Scientific and Technical Journal Articles which refers to the Number of Scientific and Engineering Articles Published in the following fields: Physics, Biology, Chemistry, Mathematics, Clinical Medicine, Biomedical Research, Engineering and Technology, and Earth and Space Sciences. Thus, this indicator gives well-grounded support for the Technology Capabilities at the Country Level, especially regarding the R&D of Weapons and Ammunitions, as well as for the ability to maintain weapons and to improvise alternative spar parts of weapons when their availability in the global market are limited during long wars.

C1.5 Distance From Colony to Sovereign State (R4b): Indicator - Straight Line Distance in Global Map

The Distance From a Colony to its Sovereign State is tested via the Indicator of the Straight Line Distance in the Global Map From Capital to Capital in Km, which allows a comparison of the shortest distance among all colonies. In general, there are 3 measures of distance, namely via Air, Land and Sea, which each of them provides a different distance. However, in the case of Colonies that are located mainly in isolated islands, then the relevant measures of distance are by Sea or Air. Nevertheless, due to the long distance from colonies to their Sovereign States that can be via various Air Routes or various Sea Routes, then the Global Survival Rank uses an indicator that provides the shortest distance via a Straight Line on the Global Map instead of using the shortest distance via a certain Air Routh or a certain Sea Routh due to the concern that it may be blocked during long wars, which allows comparing the distance to all colonies without any bias.

C1.6 Energy Security - Gas(R5) and Oil (R6): Indicators - Gas Proved Reserves and Oil Proved Reserves

The Energy Security is tested via two Indicators: Gas Proved Reserves in cubic meters (R5) and Oil Proved Reserves in tonnes (R6). The Energy Institute Statistical Review of World Energy provide each year the latest database at the country level (https://www.energyinst.org/statistical-review) regarding various types of energy including Gas and Oil. There are several important indicators for Gas and Oil, such as Production, Consumption, Prices and Proved Reserves. The Global Survival Rank uses the measure of Proved Reserves because it gives the best indication about the Energy Security at the country level during long wars compared to the other indicators, such as the level of Production that reflects how much the country produced Oil and Gas at a certain year or the Oil and Gas Stocks that the country has, which depends on how much the country buy or sell at each year (Biden sold off nearly half the U.S. oil reserve. Is it ready for a crisis?, POLITICO, 10/16/2023). Therefore, the indicator of the Proved Reserves gives the best indication for Energy Security because the stocks may not be enough for a long war, regardless of the hurdle to fill the stock during long wars due to the struggling of buying gas and oil during wars. Thereby, those countries that have Proven Reserves of Gas and Oil have more Energy Security to survive long wars compared to countries that rely only on stocks.

C1.7 Food Security (R7): Indicator - Agricultural land

The Food Security is tested via the World Bank’s Indicator of Agricultural land in sq. km which refers to the share of land area that is arable, under permanent crops, and under permanent pastures. The Global Survival Rank (GSR) used this indicator because it gives a clear indication of whether the country/colony can rely on local food instead of imported food, regardless of the Area Size. Thereby, there are countries that have a big Area Size without Agricultural land, such as Western Sahara that has a Big Area Size of 266,000 sq. km without any Agricultural land because of the desert. On the opposite, some small countries have a large size of Agricultural land, such as Lesotho that has a relatively Small Area Size of 30,360 sq. km yet with a large area of Agricultural land of 24,330 sq. km. Therefore, Western Sahara is an example of a country with a low level of Food Security, while Lesotho is an example of a country with a high level of Food Security.     

C2. Intervening Factors that Impact the Survival in Long Wars

The 2024 Global Survival Rank includes the following 10 Intervening Factors (M1-M10): Sovereignty Status (M1), Region (M2), Majority of Religion (M3), Main Subdivision of Religious Majority (M4), Sovereignty State with Colonies (M5), International Recognition of Disputed Countries (M6), Limited International Recognition of UN Members and UN Observer States (M7), Alliances (M8), Coalitions (M9), United Nations Security Council (UNSC) (M10), which discussed in full details in this section. 

C2.1 Sovereignty Status (M1)

The Sovereignty Status Factor reflect the difference in risk between Independent Countries that have Formal Sovereignty via UN membership and those that lack Formal Sovereignty, such as Disputed Countries. Hence, this factor includes 4 types of Sovereignty Status, as presented in this section.

C2.1.1 UN Member/UN Observer State 

A UN Member refers to a Country that has Full Membership in the United Nations. Membership in the UN gives a clear indication that a country has Sovereignty over a certain territory at the Formal Level. However, a Country that has a Formal Status of an Observer State in the United Nations. A status of UN Observer State signals that the Disputed Country already has enough International Recognition to be in the process of becoming an Independent Country, such as the case of Palestine that already has International Recognition from 139 countries, which is contrary to the case of Kosovo that despite 106 Countries already recognized the Country Self-Declaration, Kosovo still does not have a status of UN Observer State like Palestine. 

C2.1.2 Disputed Country/Disputed Territory

A Disputed Country refers to a country that lacks the status of UN Member or UN Observer State, yet the Disputed Country runs as an Independent Country following the Self-Declaration of the Country, still, the Disputed Country has a Limited International Recognition and a Conflict with the country that claims sovereignty for the territory, such as the Disputed Country Kosovo that has a sovereignty conflict with Serbia or the Disputed Country Somaliland that has a sovereignty conflict with Somalia. However, a Disputed Territory refers to a Self-Declaration of a Territory that runs under its Sovereign State that does not recognize the Self-Declaration of the Territory, such as the Disputed Territory of Puntland under its Sovereign State Somalia. In the case of Disputed Territory, there is no International Recognition of the Territory.   

C2.1.3 SAR Special Administrative of China

China has two Special Administrative (SAR): Hong Kong and Macau. Both of them are Former Colonies of the UK and Portugal that were returned to their ‘Home Country’, China, still, after their handover, Hong Kong and Macau got the status of Special Administrative in China. Hong Kong was a Colony of the UK from 1841 until 1997 when it was handover to China, while Macau was a Colony of Portugal from 1557 until 1999 when it was handover to China.

C2.1.4 Colony

A Colony Refers to a Territory under the Sovereignty of a Distant State without that the Territory made a Self-Declaration of an Independent Country, still, there are colonies that would like to get self-determination from their Sovereign State without Conflict but via a peaceful mechanism, such as via Referendum.  

C2.2 Region (M2)

Analysing the Region Level allows us to identify the Characteristics, Strengths and Weaknesses of each region in the case of Long War. There are many Region Classifications, such as the Region Classification of the United Nations that more reflects the Past than the Present. Hence, the 2024 Global Survival Rank includes 10 main Sub-Regions that reflect the current Geopolitics and Global Order, as follows (by a-b): Africa, Atlantic Ocean, Central Asia and Caucasus, East-South Asia, Europe, Indian Ocean, Latin America & Caribbean, Middle-East, North America, and Oceania, still,  Europe includes 2 sub-European Regions: Western European Countries and  Eastern European Countries. Note, many still define the Former Allies of the USSR, such as Poland and Hungary as Eastern European Countries, despite that many years ago, these countries transformed into 'West Europe' by becoming EU Members and NATO Members. Thus, if we take into account membership, either in the EU or NATO or Schengen Area, then we have only a few Eastern European countries such as Russia and Belarus, still, keep in mind, that some Former USSR states or Former Allies of the USSR that are still defined as 'East', they belong to the Region of ‘Central Asia & Caucasus’, rather than to Europe, such as Armenia, Azerbaijan, Georgia, and Kazakhstan. Nevertheless, even if a country like Ukraine does not belong yet to the EU or NATO, we should take into account the ‘Western Orientation’ of the country. Thus, the distinction between Western European Countries and Eastern European Countries is based on their current reality or their current ‘Western Orientation’ or ‘Eastern Orientation’ that reflects their Future Objectives.

C2.3 Religion Majority (M3)

The Majority of Religion refers to the Biggest Share of Religion in a certain country or colony. The Majority of Religion in a country impacts significantly on how the country runs, who are the Allies of the Country and to which Alliances, Blocs and Coalitions the Country belongs, and it even impacts the Military-Culture of the country. Note, some colonies have a different religious majority from their Distant Sovereign State, which impacts the colony in various ways. 

C2.4 Main Subdivision of Religion Majority (M4)

The Main Subdivision of Religious Majority refers only to Countries and Colonies that have a majority of Christianity or a Majority of Islam. Thus, the Main Religious Subdivision refers to the Biggest Share among Christianity or among Islam. The Main Subdivision of Religious Majority plays an important role in the National Culture of a country because it impacts the country at the economic and political levels including the attitude towards Conflicts and Wars, such as significant differences between Catholic versus Protestant or between Islam-Sunni versus Islam-Shia.

C2.5 Sovereignty State with Colonies (M5)

Each Colony has the 2024 Global Survival Rank, but this Intervening Factor, namely the ‘Sovereignty State with Colonies' looks at how the Colonies impact the Survival of the Sovereign State itself. In other words, each Sovereign State that has Colonies needs to give Military Protection to its Colonies during wars including taking care of their Food Security and Energy Security, which can be a complex task during Long Wars, especially in World Wars. Importantly, most of the Military Defence Treaties do not cover Colonies, so each Sovereign State needs to defend its colonies by its own means in the case of an attack against the colonies, which makes it harder when the Sovereign State has many Colonies with Long Distance to them. Hence, this factor takes into account the Total Colonies per Sovereign State including the Sovereign State itself.

C2.6 International Recognition of Disputed Countries (M6)

The scope of the International Recognition of Disputed Countries in terms of how many countries recognized the Country Self-Declaration determines if the Disputed Country has the prospect of becoming an independent country by getting the status of UN Member or if it will be under conflict for long with the Sovereign State that claims Sovereignty for the territory. Importantly, any Disputed Country has two camps: those countries that recognized the Self-Declaration of the Independent Country and those countries that did not recognize the Self-Declaration, which usually signals who are the Allies or the Rivals in the case of a Conflict or a War between the Disputed Country and the Country that Claims Sovereignty for the territory. Hence, looking at the International Recognition of Disputed Countries allows us to map the ongoing conflicts worldwide related to the Self-Determination of countries that wish to become Independent Countries. 

C2.7 Limited International Recognition of UN Members and UN Observer States (M7)

Membership in the United Nations gives a clear indication that a country has Sovereignty over a certain territory at the Formal Level. However, there are UN Members and UN Observer States that have Limited International Recognition due to Ongoing Conflict, such as in the case of Israel that despite 76 years passed since its establishment as an Independent country, 29 countries worldwide still don’t recognize the Sovereignty of Israel due to Muslim/Arab-Israeli Conflict in general, and due to the Israeli Occupation of Palestine, in particular. Nevertheless, a status of UN Observer State as in the case of Palestine signals that the Disputed Country has already got enough International Recognition to be in the process of becoming an Independent Country. Hence, looking at the limited International Recognition of UN Members and UN Observer States allows us to map the ongoing conflicts worldwide.

C2.8 Alliances (M8)

There are numerous Alliances worldwide, but there are several Alliances that have an impact on Survival in Long Wars as discussed in Section B2. Hence, the 2024 Global Survival Rank includes all the Relevant Multilateral and Bilateral Military Defence Treaties with commitment to defence in the case of an attack, either under an Equal Commitment Treaty (Two-Directions) or under a Non-Equal Commitment Treaty (One-Direction). Besides, the 2024 Global Survival Rank includes only important Multilateral Trade, Economic, and Political Alliances with Security Cooperation that have an impact on Geopolitics and Global Order. Considering the above, the 2024 Global Survival Rank includes the following Alliances: NATO, CSTO, GCC, Arab League, China's Bilateral Military Defence Treaties, USA's Bilateral Military Defence Treaties, CIS, SCO, BRICS, NDB, EU, Eurozone, QIZ, USMCA, OPEC, and OIC (Monitoring Alliances by Dr. Ziva Rozen-Bakher https://www.rozen-bakher.com/monitoring-alliances). Nevertheless, there is a plan to add more Alliances to the 2025 Global Survival Rank.

C2.9 Coalitions (M9)

The Current Global Order includes One Superpower, the USA versus the Dual Superpowers of Russia-China, which has led de-facto to Two Coalitions: The USA Coalition that includes the Allies of USA versus the Russia-China Coalition that includes the Allies of Russia-China, still, some countries can be considered as ‘Sitting On the Fence’ Countries because they are not fully faithful, neither to the USA or to Russia-China. Hence, the assumption is that if will erupt WWIII, then it will be between the two rival Coalitions, still, some countries from each coalition will be involved directly in the war, while other countries will give support to their coalition at the Military, Political, and Economic Levels.

C2.9.1 Criteria for Determination of Coalitions

Considering the above, the 2024 Global Survival Rank determines to which coalition each country belongs based on two main indicators: Sanctions Against Russia and the UN Vote about the ‘New International Economic Order’ as described below. Note, this determination was also used in the 2023 Global Survival Rank (For more details about the determination of the Coalitions, please see Monitoring Risks by Dr. Ziva Rozen-Bakher, 12 February 2023, USA Coalition versus Russia-China Coalition https://www.rozen-bakher.com/monitoring-risks/12/02/2023).

C2.9.1.1 Sanctions Against Russia

The First indicator is the Sanctions Against Russia which allows us to determine which countries are part of the USA Coalition based on their joining the USA in imposing Sanctions against Russia, and which countries are part of the Russia-China Coalition based on their decision to NOT join the USA in imposing Sanctions against Russia, as follows:  

  • YES - USA Coalition. Countries that joined the USA in imposing Sanctions against Russia.

  • NO - Russia-China Coalition. Countries that did not join the USA in imposing Sanctions against Russia.

C2.9.1.2 United Nations General Assembly (UNGA) Vote on ‘New International Economic Order’

The Second Indicator is the UN Vote about the ‘New International Economic Order’ that was brought to vote by Russia on 14 December 2022, which allows us to determine which countries would like to preserve the Global Dominance of the USA at the economic and political levels, and which countries would like to replace the Global Dominance of the USA with other alternatives, as follows:

  • Against - USA Coalition. Countries that voted ‘Against’ the resolution of the ‘New International Economic Order’ to preserve the Global Dominance of the USA.

  • ‘In Favour’ - Russia-China Coalition. Countries that voted ‘In Favour’ the resolution of the ‘New International Economic Order’ to replace the Global Dominance of the USA with other alternatives.

  • Abstained - ‘Sitting On the Fence’ Countries. Only one country, Turkey, Abstained on this vote as part of its trying to be Neutral in relation to the conflict between the USA Coalition and Russia-China Coalition, especially because this resolution was brought to vote by Russia.

  • Not Voted - Russia-China Coalition. ‘Not Voted’ is a tactic that is implemented in general in UN Votes, mainly by Small or Weak countries to avoid pressure from powerful countries. In this Vote, it is clear to see that those 19 countries that ‘Not Voted’ are from the Russia-China Coalition, as presented below. (For more Details about the Tactic of ‘Not Voted’ to avoid Pressure, Please see Is ‘Not Voted’ in UN votes Should Consider as ‘Abstain’ or ‘Soft Against’? - Risks Timeline by Dr. Ziva Rozen-Bakher https://www.rozen-bakher.com/timeline-risks/25/02/2023/1000).

  • N/A Not Applicable. Not Applicable refers to Colonies, Disputed Countries, Disputed Territories, and Special Administrations of China that have no Right to Vote in the UN. In spite of that, all colonies were defined in 2024 GSR as part of the ‘USA Coalition’ because their Sovereign States are part of the USA Coalition. However, Due to the inability to know the position of Disputed Countries regarding the ‘New International Economic Order’, then two criteria apply in relation to Disputed Countries, as follows: i) If the Disputed Country Joined or Not join the Sanctions against Russia. ii) Which countries Recognized the Disputed Country among each coalition in order to reveal the Allies of the Disputed Country. Moreover, all colonies were defined in 2024 GSR as part of the ‘USA Coalition’ because their Sovereign States are part of the USA Coalition.

C2.9.2.3 'Sitting On the Fence’ Countries

Considering the criteria that presented in Section C2.9.1, ‘Sitting On the Fence’ Countries are a Mixed Type namely, ‘Sitting On the Fence’ Countries are not fully faithful, neither to the USA nor to Russia-China, which is reflected in a Mixed Position. For Example, on the one hand, a country did not join the Sanctions against Russia, but on the other hand, the country voted to keep the Global Economic Dominance of the USA, or vice versa, on the one hand, a country joined the Sanctions against Russia, but on the other hand, the country voted in Favour to replace the Global Economic Dominance of the USA. Importantly, most of the ‘Sitting On the Fence’ Countries belong (Members/Observer States) or would like to belong (Applications) in parallel to Alliances of the USA Coalition alongside to Alliances of the Russia-China Coalition, such as Moldova that is an Official Candidate of the EU alongside a Member of CIS.

C2.10. United Nations Security Council (UNSC) (M10)

M10 United Nations Security Council (UNSC). The composition of the UNSC each year in terms of which countries in the UNSC belong to the USA Coalition versus which countries in the UNSC belong to the Russia-China Coalition determines the results of the Votes in the UNSC. Hence, this factor compares the USA Coalition versus the Russia-China Coalition among the members of the UNSC in 2024, both among the Permanent members of the UNSC and among the Non-Permanent Members of the UNSC (For more information about the problematic Veto Right in the UNSC, please see Global Risks by Dr. Ziva Rozen-Bakher, 25 February 2023, United Nations: Rubber Stamp? D. Analysis and Concluding Remarks

D1. Analysis of 2024 Global Survival Rank: Main Outcomes and Implications

D1.1 Coalitions

Looking at the results of the 2024 Global Survival Rank related to Coalitions (Sections E1, E11, E34, E35, E36, E39.9), especially in terms of the share of each coalition in the 2024 Global Survival Rank (see Table 13) shows that the Russia-China Coalition has a bigger share of 80% in the Top 10, while the USA Coalition has only a share of 20% in the Top 10. Even in the Top 100, the Russia-China Coalition has a bigger share of 70%, while the USA Coalition has a smaller share of 29%. Besides, the USA Coalition has a share of 39% among all countries and colonies included in the 2024 GSR, mainly because of the Low Rank among Colonies. That means that the USA Coalition has less power in terms of Quality and Quantity compared to the Russia-China Coalition, which will impact its survival and the ability to win a world war, still, keep in mind, that there is a Big difference between Winning a war or Losing a war or Surviving a war. Importantly, comparing Coalitions in relation to each Survival Factor (R1-R7) (see Chart 5) shows that the USA Coalition is stronger in relation to Military Expenditure in Long Wars (R3) and Technology Level (R4a) but their Gaps between USA Coalition and Russia-China are very small. On the opposite, the Russia-China Coalition is Stronger in relation to Area Size (R1), Population and Army Size (R2), Gas-Proved Reserves (R5), Oil-Proved Reserves (R6), Food Security (R7) but their Gaps between USA Coalition and Russia-China are very Big.

D1.2 United Nations Security Council (UNSC)

  • When we look at the countries that are included in the Top 25 (Table 14) in relation to UNSC, then India that has GSR=4 may be right about its argument that it should get the status of a permanent member in the UNSC because the current structure of UNSC does not reflect the current global order (see Section E38, for results of UNSC). Even Turkey complained about the current structure of the UNSC, namely the UNSC does not include the Region of Middle-East at all (see Table 15), despite that it is the Strongest region worldwide with GSR=70.9 (see Table 17 ), while Europe that has GSR=110.9 has a significant representation in the UNSC, so the current structure Region of UNSC is based on the past instead of the present as it should be (see Table 16). The UNSC even lacks Islamic countries as Permanent Members in UNSC, despite that there are 58 Islamic countries worldwide (see Table 18) including 3 Islamic Countries in the Top 10 and 9 Islamic Countries in the Top 25 of the 2024 Global Survival Rank (Islam GSR=90.8, Christianity GSR=137.2, Islam-Shia GSR=69.3, Islam-Sunni GSR=92.5). Hence, No Surprise that the UNSC is not doing its job in preventing wars worldwide due to the problematic Veto Right alongside the current structure of the UNSC that does not reflect the current Global Order (For more information about the problematic Veto Right in the UNSC, please see Global Risks by Dr. Ziva Rozen-Bakher, 25 February 2023, United Nations: Rubber Stamp? D1.3 Analysing Ongoing Wars by Comparing the Rank of Each Survival Factor (R1-R7)

Sections E2, E4 and E5 allow us to analyse countries that are involved in a certain war by comparing them not only in relation to their WR of the 2024 Global Survival Rank but even more importantly, by comparing them in relation to the Rank of Each Survival Factor (R1-R7). To illustrate it, comparisons are presented in this section in relation to the Russia-Ukraine War (see Table 19) and the Israel-Hamas War (see Table 20) including the recent Iran-Israel Military Conflict (see Table 21), which each of them has the potential to escalate into World War III.

D1.3.1 Russia-Ukraine War

Looking at the comparison between Russia and Ukraine explains clearly the outcome of the war until now. On the one hand, the Area Size of Ukraine has saved Ukraine from a fast takeover by Russia, but on the other hand, any Military Aid that is provided to Ukraine will not help Ukraine win the war against Russia, because Russia has crucial advantages compared to Ukraine, such as Bigger Army Size, Self Military Expenditure without the need for a Military Aid, higher technology level, plenty of Gas and Oil Reserves, and even better Food Security, so it is only a matter of time until Ukraine will reach the point that it will not be able to continue the war against Russia.

D1.3.2 Israel-Hamas War

The case of the Israel-Hamas War is more complicated because it depends on how many countries are included in the comparison from the 'Arab Coalition’ that have joined the war against Israel (see below). Hence, if we compared the GSR only between Israel and Palestine, then clearly Israel has a big advantage compared to Palestine in relation to all the survival factors, which explains the huge gap in casualties and destruction between Israel and Palestine (see Chart 6). However, since the start of the war, gradually, more countries have joined the war - Hezbollah from Lebanon, Houthis from Yemen and the Islamic Resistance from Iraq and even Syria in a passive way, which reduced the advantage of Israel to the point of Attrition-War between the two sides without the ability to win the war by any side.  Nevertheless, if Iran will join the Israel-Hamas war in a full capacity or if will erupt a Bilateral war between Iran and Israel, then Israel will be in a disadvantageous position compared to Iran or compared to the ‘Arab Coalition with Iran’, especially in relation to the Area Size and Army Size, and even in relation to Technology Capabilities (Iran-R4a=15, Israel-R4a=33). That means that the Survival Factors of Iran allow Iran to survive a Long war based on its Self-Army Capabilities. Nonetheless, if more countries will join the war, either from the Palestine side or from the Israel side, then it will change the Balance of Power, still, it may lead to an all-out-war in the Middle-East and beyond or even to World War, especially if the USA as a superpower will join the war to help Israel.

D1.4 Top Up From 2023 to 2024

Looking at the countries that have a significant Positive change in GSR from 2023 to 2024 (Sections E6-E9) reveals that North Korea has the Biggest positive change due to a significant increase in GDP and Technology Capabilities (see Table 22). In the last decade, North Korea has become a ‘Military Superpower’, then likely, that the export of weapons contributed to the increase in GDP of North Korea, which may indicate that North Korea find the way to bypass the Sanctions against the Country. Even Cuba has a significant change in GSR from 2023 to 2024 due to the increase in the GDP and Technology Level.

D1.5 Sovereign States with Colonies 

Looking at the results of 2024 GSR in relation to Colonies (Sections E10.4, E14, E15) gives a clear indication that holding Distant Colonies poses a Big Risk for Sovereign States in terms of protecting the Colonies against invasion during long wars and it even creates a big challenge when the Colony heavily depends on the Sovereign State in relation to Food Security and Energy Security. Therefore, if we take into account the GSR of the Sovereign State including its Colonies, then the UK and the Netherlands have the biggest risk in relation to Colonies, while France has the biggest risk in relation to the distance from the Colonies. 

D1.6 Limited International Recognition

  • The Limited International Recognition is a mirror of the Map of the Ongoing Conflicts and Wars worldwide (see Chart 6 and Chart 7), still, it gives a clear-cut indication of which countries have the prospect of becoming Independent Countries as Full UN Members, while which countries will suffer from uncertainty regarding their sovereignty for long, such as Palestine that has the prospect of becoming a Full UN member in the short-run, while Kosovo in the Mid-run (Limited International Recognition in Sections E16, E17). However, Taiwan is an example of a Disputed Country that has no prospect of becoming an Independent Country based on its current Limited International Recognition, because Taiwan suffers from ‘Informal International Recognition’ namely, many countries including the USA don’t dare to challenge the ‘One China’ policy because it will lead to the termination of diplomatic relations with China, so paradoxically, the USA provided a Military Aid to Taiwan without that the USA formally recognition the sovereignty of Taiwan (China blasts US military aid to Taiwan, saying the island is entering a 'dangerous situation', AP, 4/24/2024).  Nevertheless, despite that Israel has a status of a UN Member for more than 75 years, then Israel still suffers from Limited International Recognition from 29 countries without the prospect of resolving it until the ending of the Occupation of Palestine and implementation of the Two-States Solution, such as Saudi Arabia that declared that the Normalization with Israel depends on the creation of the State of Palestine (Report: Saudis seek largely declarative steps on Palestinian state to forge Israel ties, Times of Israel, 2 February 2024).

D1.7 NATO

NATO is considered the Strongest Military Defence Alliance, but looking at the GSR results of NATO (Section 18) reveals a complicated picture if we take into account the ‘Open Door Policy’, Turkey as a Sitting on the Fence Country, and the Colonies of NATO members (see Table 23), as follows: i) The ‘Open Door Policy’ of NATO (see Table 24) impacts negatively the military power of NATO, especially Wave IV that significantly harms the GSR of NATO. ii) Turkey has a GSR rank of 15 with a rank of 3/32 among the NATO Members, but unlikely, that Turkey will join a war against Russia if will erupt a war between NATO and Russia. iii) The Colonies of NATO members impact negatively the GSR of NATO in an unpredicted way namely, instead of GSR=75.8, then the GSR including Colonies is 151.4.

D1.8 Counter NATO

‘Counter-NATO’ of Russia and China, is a composition of Alliances led by Russia and China (see Section E27). Paradoxically, 'Counter-NATO' is considered less powerful compared to NATO, but if we look in-depth at their GSR results (see Table 25), then Counter-NATO is even more powerful compared to NATO, yet it lacks coherence and cohesion that NATO has, still, keep in mind, that some members included in the Counter-NATO may be involved indirectly in the war by providing a Military and Economic assistance, while some Observer States of the Counter-NATO may join the war.

D2. Concluding Remarks and Future Perspectives

The 2024 Global Survival Rank brings to light the following conclusions and recommendations to reduce Risks in the case of long wars:

i) The USA Coalition should be more realistic regarding its ability to win a long war or world war against the Russia-China Coalition, so the USA Coalition should be cautious before entering into a Sanction War, a Cold War or worse, a World War against the Russia-China Coalition.

ii) NATO should consider its ‘Open Door’ Policy because clearly it hinders the military power of NATO, especially when too many Weak Countries get in through the ‘Door’, while strong ones stay outside the ‘Door’.

iii) NATO should think what is the best way to handle its 45 Colonies during long wars, which have an average distance of 6,501km from their sovereign states that are Members of NATO. Unreadiness for this significant problem will lead to the situation that NATO will ‘lose’ some Colonies during long wars or that NATO members with plenty of Colonies will be too busy with ‘taking care’ of their Colonies instead of putting maximum efforts into NATO during the war.

iv) Each sovereign state with colonies should be practical about its military capabilities to protect its Colonies, as well as to preserve the Energy Security and Food Security in the colonies during long wars despite the long distance. A Minimal Approach regarding 'Holding Colonies’ is better than a Maximize Approach, especially if a non-strategic Colony wish self-determination, still, a Strategic Colony that lacks full loyalty to its sovereign state may lead to a backfire during a long war, which may not be worth the ‘Strategic Point’ or the ‘Strategic Asset’.

v) NATO should take into account the ‘Sitting on the Fence’ countries as Turkey in relation to their willingness to join a war against Russia if will erupt a war between NATO and Russia.

vi) Ukraine should be realistic about its ability to win a war against Russia even if Ukraine will get the Maximum Military Aid from its allies, because Ukraine has a small army size compared to Russia, especially as the war drags on, so instead of trying to force conscription to the army via suspension of consular service abroad which signal on the unwillingness of Ukrainian men to continue fighting in this war, then Ukraine should consider compromising via a diplomatic mechanism to avoid a fall apart of the defensive lines due to a shortfall in fighters (Ukraine suspends consular, passport services for military-age men abroad and Polish defense minister: Poland ready to help Ukraine get its military-aged men back, Yahoo, April 23, 2024)

vii) Taiwan and its Western allies should avoid acts that will lead to a military clash or even a war between Taiwan and China because it will harm badly Taiwan due to the huge gap between Taiwan and China in relation to their military capabilities, so any trying to 'help’ Taiwan via a Military Aid may lead to the opposite outcome. Nevertheless, currently, only 11 countries dared to challenge China in relation to the International Recognition of Taiwan, so diplomatic efforts should be made to find a diplomatic solution regarding 'China One' instead of giving Military Aid without Recognition of Taiwan.

viii) Israel should be realistic about its capabilities to survive a long war against the 'Muslim-Arab Bloc’, especially in the case of All-Out-War. Importantly, Israel should be down-to-earth regarding its ability to continue with the Occupation of Palestine in the long-run without living at the edge namely, continuing with the Occupation of Palestine under the 'One-State Solution’ doctrine will lead Israel to daily casualties of IDF soldiers and Jewish civilians, displacement areas near Gaza and Lebanon, economic and political instability due to the war costs, International isolation due to the mass casualties of Palestinians and even without the prospect that countries in the region will eventually recognize Israel. However, ending the Occupation of Palestine under the 'Two-States Solution’ doctrine will allow Israel and Palestine to find stability and prosperity, which will minimize the number of countries that don’t recognize Israel.

ix) Russia and China have strong alliances with military cooperation and even strong military treaties, yet if we look at them as a composition of Alliances that can act as a Counter-NATO in the case of war against NATO, then NATO will have an advantage in the first phase of the war because Counter-NATO lacks coherence and cohesion compared to NATO that it is used to operating as a unified alliance over many decades.

x) The UNSC should be reformed in order to be relevant in resolving military conflicts and wars worldwide in terms of the Veto Right, the composition of the permanent members, the composition by region and more. Otherwise, the UNSC is doomed for failure.

xi) The UN and the UNSC should develop a mechanism for the Recognition of Disputed Countries when they reach the milestone of International Recognition to prevent a situation in which only one country blocks the self-determination of a nation. This mechanism will prevent a long occupation and ongoing conflict as in the case of Western Sahara.

xii) Among the Superpowers, China has the best Military backup in the case of an attack against its soil compared to the USA that lacks sufficient military backup in the case of an attack against its soil. Thus, the USA should make not only 'One-Direction’ of Military Defence Treaties as it used to do over many decades but also ‘Two-Directions’ of Military Defence Treaties outside NATO, or alternatively, to add new powerful members to NATO.

  • Testing the Change in the Global Survival Rank From 2023 to 2024. The 2023 Global Survival Rank did not include the Colonies, so the Testing the Change in Global Survival Rank From 2023 to 2024 include only countries that were included in the 2023 Global Survival Rank. However, the 2024 GSR includes Colonies that some of them are bigger than the Smaller countries worldwide, which explains some of the negative changes from 2023 to 2024 among Small countries, still, in some cases, the Negative change in the Global Survival Rank happened due to a reduction in some Survival Factors, such as the reduction in GDP and Technology level as in the case of Tuvalu. 

  • Dominican Republic - Area Size. Based on the Database of World Bank, the Surface area (sq. km) of the Dominican Republic in 2020 was 48,670, while the Surface area (sq. km) of the Dominican Republic in 2021 was 146,839, which explained the Positive Change in the Global Survival Rank of the Dominican Republic from 2023 to 2024. 

  • Agricultural land - Definition. According to the Database of World Bank, Agricultural Land refers to: “Arable land includes land defined by the FAO as land under temporary crops (double-cropped areas are counted once), temporary meadows for mowing or pasture, land under market or kitchen gardens, and land temporarily fallow. Land abandoned as a result of shifting cultivation is excluded. Land under permanent crops is land cultivated with crops that occupy the land for long periods and need not be replanted after each harvest, such as cocoa, coffee, and rubber. This category includes land under flowering shrubs, fruit trees, nut trees, and vines, but excludes land under trees grown for wood or timber. Permanent pasture is land used for five or more years for forage, including natural and cultivated crops”.

  • Data Sources of Religion. There is a contradiction between various sources regarding the Share of Religions in Countries due to the Politicization of Religion Data, so an effort was made to Choose Reliable Sources that were used in the 2024 Global Survival Rank.

  • Missing Data - Subdivision of Christianity in Colonies. There is a Missing Data related to six Christian Colonies regarding their main subdivision of Christianity, so in the Column of ‘Religion Majority’, these Colonies appeared as Christianity, while in the Column of ‘Religion Majority and its Sub-Division’, these Colonies appeared as N/A.

  • Missing Data - Technological Level R4a.
