Since the start of 20th century, Cook Islands is a colony of New Zealand, first when New Zealand was a British colony and after that, when New Zealand became an independent country, still, the sovereignty status of Cook Islands was evolved over the years namely, from dependent colony to self-governing status and to the current formal status of Free-Association with New Zealand, still, it can be argued that currently, Cook Islands has an informal status as an independent country, which has led to conflict and stress between New Zealand and Cook Islands. More specifically, according to the Free-Association with New Zealand, New Zealand should be responsible for the foreign relations and defence of Cook Islands, but over the years (see below UN reparatory), Cook Islands took charge over its foreign relations, defence and trade policy, which has led to contradiction with the Free-Association with New Zealand, resulting in stress between Cook Islands and New Zealand about the independent foreign and defence policy of Cook Islands, especially regarding the international treaties that Cook Islands entered into with other countries (e.g. China (see below)). Importantly, Cook Islands has already engaged with the prospect of submitting an application to UN to become a full UN member state (Independent Country), which will be likely decided via referendum, because one of the main obstacles is the demand of New Zealand that if the Cook Islands joins the United Nations as a separate member to New Zealand, then it should revoke the New Zealand citizenship rights that currently the citizens of Cook Islands have. Considering the above, currently, USA has already recognized Cook Islands as an Independent country, while Cook Islands has diplomatic relations with more than 60 countries. Besides, Cook Islands is a member in many international bodies. Although, Cook Islands does not make yet a self-declaration of an independent country, still, Cook Islands acts as an informal independent country.
